Community Digital Empowerment Initiative

Community Digital Empowerment Initiative

The Community Digital Enabler (CDE) Project is a new initiative designed to empower young people by turning them into digital entrepreneurs—running their own micro-franchise in their own community and earning income through task-based work. These youth, known as CDEs, are embedded in their communities and use digital tools to bring essential services, technology, and information closer to the people who need them most. Imagine an Uber for community insights, sales, activation and digital inclusion.

Why the Community Digital Empowerment Initiative?

High Youth Unemployment:

Addressing one of the world’s highest youth unemployment rates.

Digital Divide Continues to Widen:

Providing essential digital literacy, AI and skills training for youth and their community.

Economic Exclusion:

Empowering youth with income opportunities and facilitating access to the digital economy for township enterprise.

Community Visibility and Access:

Creating a trusted channel into communities for insights and market access.

Grant and Social Investment Dependency:

Sustainable business model for independence and scale.

Objectives of the Community Digital Empowerment Initiative

Impact Objectives – Youth

1. Economic Empowerment:

Creating sustainable earning opportunities for youth in their own communities

2. Personal Development:

Giving youth digital skills that will make them competitive in the digital economy.

3. Active Citizens:

Youth are empowered as trusted channels for community development and digital inclusion.

Impact Objectives – Community

1. Digital Inclusion

Youth serve as “warmware” helping community members to bridge the digital divide.

2. Community level insights

Youth managed data channels into every community provide accurate visibility to inform service delivery, support the digital public infrastructure adoption and provide community activation and awareness.

Sustainability and Scale

1. Viable business model:

Leveraging network footprint to provide insights and market access that can be marketed to private sector, government entities and civil society.

2. Scale through partnerships:

The operating model and system capabilities allow for massive scale. By partnering with NGOs the CDE model can be scaled nationally to every community across the country and to every country across the continent.

Our target is to create over 25 000 CDE digital enterprises by 2029 in SA and scale to 3 other countries.

Meet our Community Digital Enablers.

Community Digital Enablers (CDEs) are young people recruited, trained, and equipped to act as digital micro-entrepreneurs within their communities. They serve as trusted, community-embedded connectors who help households and organisations access digital tools, services, and products. Through the YoMobi platform, CDEs support activities such as digital literacy, data collection, RICA and mobile services, product distribution, and community engagement. By earning income from task-based work, product sales, and commissions, CDEs gain sustainable livelihood opportunities while at the same time driving digital inclusion and building community resilience. They are positioned not just as service providers, but as role models and changemakers — bridging the gap between technology and everyday community needs, and turning digital empowerment into a movement rather than just a programme.

What is the Community Digital Empowerment Initiative?

The Community Digital Enabler (CDE) Project is a new initiative designed to empower young people by turning them into digital entrepreneurs—running their own micro-franchise in their own community and earning income through task-based work. These youth, known as CDEs, are embedded in their communities and use digital tools to bring essential services, technology, and information closer to the people who need them most. Imagine an Uber for community insights, sales, activation and digital inclusion.

CDEs are trained and supported to complete a wide range of tasks. Some tasks are assigned centrally, and others they find themselves. These include:

  • Digital sales
  • Lead generation & research
  • Data collection
  • Community outreach & activations
  • Financial & digital education
  • Technology Support for local organisations and small enterprise
